While Cuba firmly opposed reproductive cloning, therapeutic cloning had the potential to provide the solution to many serious medical problems.

It had introduced its own legislation to ban reproductive cloning and strictly regulate all activities which might lead to such cloning.

The General Assembly has missed another opportunity to adopt a convention prohibiting reproductive cloning.

At the centre of the discussion, there was consensus that reproductive cloning should be banned, but differences arose over therapeutic cloning and embryonic research.

France banned reproductive cloning, but could not support statements that could be interpreted as banning therapeutic cloning, and had therefore voted against the Declaration.

We also believe that the text of the resolution does not cover the fundamental and well known differences that exist between reproductive cloning and therapeutic cloning.

For example, Singapore has not only consistently advocated the move to ban reproductive cloning, but we have gone ahead and introduced our own legislation to ban reproductive cloning and to strictly regulate all activities that might result in it.

In accordance with the Declaration, States will adopt relevant legislation which prohibits reproductive cloning but which allows, within the relevant legal framework, the development of therapeutic cloning.

In his delegation's view, it was unacceptable to adopt a declaration on human cloning which did not clearly and unequivocally condemn the reproductive cloning of human beings.

His delegation could accept many elements of the Declaration, but had difficulties with paragraph (b), as it represented a shift in focus from reproductive cloning to therapeutic cloning.

His delegation also regretted the Committee's deviation from its original mandate to establish a complete ban on reproductive cloning.

Ms. Geldof van Doorn (the Netherlands) said that her delegation had voted against the Declaration because her Government, which banned reproductive cloning, had no intention of enacting legislation to ban therapeutic cloning.

Sweden supported a total ban on reproductive cloning, which violated human dignity, and planned to introduce legislation to that effect.

Reproductive cloning raised serious ethical and moral issues and should be banned, but there was no basis for an international ban on therapeutic cloning, because all States had a different understanding of the matter.

In accordance with the Declaration, States would adopt appropriate legislation to prohibit reproductive cloning while allowing therapeutic cloning to be developed within a suitable legal framework, provided that human life and dignity were protected.

My delegation remains fully opposed to reproductive cloning owing to the doubtful nature of its safety, success, utility and ethical acceptability.

My delegation also regrets that the Sixth Committee has deviated from its original mandate to establish a ban on reproductive cloning.

We are convinced that there is a clear consensus in favour of the prohibition of the reproductive cloning of human beings.

There was then and there still is today unanimity in this House that reproductive cloning is an abhorrent prospect and must be banned unequivocally.

Third, paragraph (b) should be reworded as follows Member States are called upon to prohibit the reproductive cloning of human beings they are also called upon to prohibit other forms of human cloning inasmuch as they are incompatible with human dignity .

7. Decides to include in the provisional agenda of its fifty seventh session the item entitled International convention against the reproductive cloning of human beings .

Mr. Pecsteen de Buytswerve (Belgium) said that his delegation had voted against the draft resolution because the Declaration it contained did not sufficiently distinguish between reproductive cloning, which was ethically unacceptable and must be banned, and therapeutic cloning, over which opinions were divided.

My country remains convinced that, given the threat of dangerous experimentation that would represent an assault on human dignity, it is essential urgently to prohibit reproductive cloning.

In recent years, the World Health Assembly has addressed a number of specific issues in the field of biotechnology, such as genomics, transplantation and human reproductive cloning.

From the outset, my delegation warned that the creation of a simple and straightforward dichotomy between so called reproductive cloning and therapeutic cloning was leading us towards an excessive simplification of the question, given all of the unknown factors that science has yet to uncover.

However, it should be stressed that the Chinese Government will maintain its stance against reproductive human cloning and will strengthen its regulation and control of research into therapeutic cloning in order to ensure that human dignity and the internationally shared ethical concept of human life will not be undermined.

The United Kingdom remained opposed to reproductive cloning and called on all States to join it in taking urgent action through their national legislation to ban such an abhorrent practice.
