12 The use of a results based management approach is found also in other funding mechanisms, for example in the IFAD negotiated replenishment process, which is based on a consultation with Member States on the basis of a discussion of results and impact of the Fund's activities, supported by an intensive use of results based management and the evidence of evaluation studies.

Benchmarks, to be used by organizations to measure their actual progress in the implementation of results based management reforms, are identified in three general areas (corresponding to the three reports) that were found to constitute the main pillars of a solid results based management system.

The effective use of evaluation findings is also ensured in keeping with the requirements of results based management.

It is encouraging to note that the new guidelines take into account the principles of results based management.

By 2008, UNDP plans to integrate results based management and results based budgeting by effectively linking the biennial support budget (administrative resources) and substantive programme activities, as presented in the multi year funding framework.

(ii) The Executive Office has decided to vest in the Organizational Development and Management Section responsibility to lead the practical efforts to implement results based management in UNHCR and to act as the focal point for all RBM related issues (including such issues as harmonizing definitions and terms used for results based management).

According to section 1.4 of chapter 4 of the UNHCR Manual, results based management refers to organizational efforts to achieve and measure the results and quality of interventions.

In the second half of 2004, a study on progress to date in UNHCR's efforts to introduce results based management (RBM) laid foundations for the development of a more comprehensive results based approach to managing UNHCR's operations.

In paragraph 260, the Board of Auditors encouraged UNFPA to continue with its development of results based management and results based budgeting in coordination with other organizations in order to benefit from best practices and lessons learned.

UNICEF will use results based management approaches in each of its business units and for the MTSP as a whole.

Lastly, the Group welcomed the development of results based management methodologies and the recommendation that integrated programmes should include a statistical component based on a standard approach.

UNICEF has pursued its mandate, through a combination of a human rights based approach to its programmes of cooperation with Governments and results based planning and management.
