If a considerable fraction of the world economy wants to run a current account surplus (by 2006, this included much of emerging Asia, most oil exporters, and Japan), an equal share of the world economy must run a deficit. In the period after 1998, the United States provided almost the entire required deficit.

China has run a capital account surplus for most of the last 30 years, and a trade surplus every year since 1993. The PBOC keeps the exchange rate stable by intervening heavily in the foreign exchange market, creating so much liquidity that the authorities must engage in massive sterilization to avoid overshooting the targeted increase in the monetary base.

But is there any strategy that could have succeeded in restoring the Greek economy? After all, under any scenario, Greece will need to run a primary surplus and undertake structural reforms to transform its economy.

(h) Surplus

Together with the surpluses of Austria, the Netherlands, and most non eurozone northern countries namely, Switzerland, Sweden, Denmark, and Norway northern Europe has run a current account surplus of 511 billion over the last 12 months. That is larger than the Chinese surplus has ever been and scary because it subtracts net demand from the rest of Europe and the world economy.

Lacking in saving and wanting to grow, America must import surplus savings from abroad. And to attract that foreign capital, it has no choice but to run equally large balance of payments deficits.

One can only pity the Southern European countries. They should almost thank the French for their inability to impose effective austerity measures and thereby still run a small current account deficit, which has prevented the eurozone surplus from becoming even larger.

Saudi Arabia also has a bilateral and multilateral surplus Americans want its oil, and Saudis want fewer US products. Even in absolute value, Saudi Arabia s multilateral merchandise surplus of 212 billion in 2008 dwarfs China s 175 billion surplus as a percentage of GDP, Saudi Arabia s current account surplus, at 11.5 of GDP, is more than twice that of China.

Since China s external surplus is already down to less than 2 of GDP, a decline in domestic saving could result in China beginning to run a current account deficit. In that case, China would no longer be a net buyer of foreign bonds and other assets.

China s Shrinking Trade Surplus

Compared to countries with very slow growth rates, countries with reasonably high growth rates should borrow. But when a country s growth rate continues to increase, its saving rate would increase faster than its investment rate, so it is more likely to run a current account surplus.

The US was more the world s emporium than its imperium. But just think how different everything would look if America had a trade surplus and a more manageable level of domestic borrowing than the 14 trillion run up in debt by credit card holders before 2007.

I call it cognitive surplus.

China breaks Crowther s mold. Given that it has been running an investment income deficit, a trade surplus, and current account surplus, it seems that it should be classified as a debtor repayer.

China, in particular, needs to confront the fact that the rest of the world will not allow it to run a huge trade surplus forever. An undervalued currency, which serves to subsidize China s manufacturing industries, has been a key driver of the country s economic growth for the last decade.

When you run the numbers on a calculator, you run out of noughts.

(p) Surplus due to Member States

NATO has been involved in the destruction of a number of surplus stockpiles.

In the short run, the US current account deficit will remain, regardless of which country runs bilateral surpluses. Thus, China s continued reinvestment of its current account surplus in US government securities is of utmost important for US growth and financial stability.

Both of these rely on cognitive surplus.

(b) Surplus deficit position of the fund

China buys Treasuries because they suit its currency policy and the export led growth that it has relied on over the past 33 years. As a surplus saver, China has run large current account surpluses since 1994, accumulating a massive portfolio of foreign exchange reserves that now stands at almost 3.7 trillion.

Germany had a current account surplus of 2.1 of GDP at the time, while Japan s was 4.4 . In 2008, the Japanese surplus was 3.2 of GDP, Germany s was 6.7 , and China s was 9.8 .

So why, if China was still running a decent current account surplus and a long term capital surplus, did the RMB suddenly depreciate, forcing the PBoC to intervene (though not very vigorously) to prevent it from falling further?

And we didn't need a big organization to run it it was run by the villagers themselves.

From 2000 to 2007, the US ran a cumulative current account deficit of roughly 5.5 trillion, with nearly symmetrical offsetting increases in reserves in China and Japan. China found it useful to run a large trade surplus, using a very high rate of internal savings and inward foreign investment to support its industrialization and rapid growth.

In 2004, a substantial part of the budget surplus was used to repay public debt.

Thus, there is an enormous potential for producing surplus electric energy in a sugar plant.

But whether renminbi appreciation will work depends on reducing China s net capital inflows and current account surplus. International experience suggests that, in the short run, more capital flows into a country when its currency appreciates, and most empirical studies have shown that gradual appreciation has only a limited effect on countries current account positions.

Cognitive surplus is made up of two things.

Europe almost doubled its surplus in 2000 2003.

About half a cent a day to run.

A moratorium on the sale of surplus small arms and light weapons was set a technical survey and a pilot programme for the destruction of surplus arms and ammunition were completed and a plan to reduce substantially the number of ammunition storage sites was drafted.

Second, emerging market bears point out that these economies have gained major productivity benefits from the migration of surplus rural labor to urban areas, a surplus that will soon be exhausted. This, too, is true.

The 2005 Budget projected a 10 million decrease in Government spending and envisaged a surplus of 20 million.

The second fact is that Japan, South Korea, and Taiwan all relatively high income economies have a large trade surplus with China. Germany has relatively balanced trade with China, even recording a modest bilateral surplus in the post crisis period.
