Saudi Arabia also has a bilateral and multilateral surplus Americans want its oil, and Saudis want fewer US products. Even in absolute value, Saudi Arabia s multilateral merchandise surplus of 212 billion in 2008 dwarfs China s 175 billion surplus as a percentage of GDP, Saudi Arabia s current account surplus, at 11.5 of GDP, is more than twice that of China.

China breaks Crowther s mold. Given that it has been running an investment income deficit, a trade surplus, and current account surplus, it seems that it should be classified as a debtor repayer.

And, of course, one needs the mindset to be wanting to give away what you have as a surplus.

China s Shrinking Trade Surplus

I call it cognitive surplus.

That surplus, in turn, has contributed directly to improved education, as families donate a portion of their surplus to the school s mid day meal program. Now the students get a nutritious bowl of porridge and fruits, giving them the energy to pursue their studies throughout the school day.

As a result, the eurozone as a whole will produce a surplus close to 260 billion this year, which represents a new global imbalance that is more directly comparable to China s in the past decade.

This argument is correct in the sense that it is the current account surplus or deficit of a monetary union as a whole that can be expected to have exchange rate implications. And, unlike China, Germany no longer has a national exchange rate that can adjust in response to its current account surplus.

The idea that a country can achieve a trade surplus by importing nothing is as fanciful as the idea that a government can repay its debt by starving itself of revenue. One person s spending is another person s income.

It is unacceptable that, in a world with a food surplus, more than 900 million people suffer from hunger.

With imports still growing strongly and commodity prices beginning to fall as a result of the world slowdown, Argentina s large trade surplus is disappearing quickly. Fearing a weaker peso, spooked investors demand dollars.

Today s big surplus countries do not need large reserves. They should reduce their holdings as quickly as possible, before they do something really stupid with the accumulated treasure.

Finally, there is the need for effective international cooperation. China s current account surplus has declined, but now northern Europe runs a 500 billion surplus, while demand in southern Europe is collapsing and the US is running a deficit that is close to 500 billion.
