Establishment of the Department of Safety and Security

The security level, as established by the Department of Homeland Security, is orange.

The Department of Political Affairs, the Department of Peacekeeping Operations and the Department of Safety and Security are working to address those challenges.

The Department sponsors a Security Information Group composed of the following offices and departments of the Secretariat the Department of Political Affairs, the Department of Peacekeeping Operations, the Department of Safety and Security and the Office for the Coordination of Humanitarian Affairs.

The new Department, headed by an Under Secretary General, amalgamates the former Office of the United Nations Security Coordinator, the Security and Safety Service and the security component of the Department of Peacekeeping Operations.

In resolution 59 276 of 23 December 2004, the General Assembly created the Department of Safety and Security (DSS), which involved the merger of UNSECOORD, the Safety and Security Service, and the field security component of the Department of Peacekeeping Operations.

In section XI, paragraph 40, of its resolution 59 276, the General Assembly requested the Secretary General to provide information on strengthening the cooperation between the Department of Safety and Security and the Department of Peacekeeping Operations with respect to security decisions that may affect the conduct of peacekeeping operations in the framework of a unified security management system led by the Department of Safety and Security.

The Department of Safety and Security was focusing on developing effective partnerships with host country law enforcement and security officials.

Compliance with the minimum operating security standards at many UNODC offices was verified by the Department of Safety and Security.

In the meantime, the Executive Office of the Department of Management continues to provide some functional support to the Department of Safety and Security.

In 2004, the Research Department of the National Department of Public Security (Ministry of Justice) in partnership with the Special Secretariat on Policies for Women, undertook an Analysis of Information and Development of Public Security Personnel .

The Department was also addressing shortcomings in technical security procedures, training and compliance tools.

An Internal Security Force includes both a police force and an information gathering department.

The establishment of the Department of Safety and Security entails the elaboration of new security and safety perspectives, policies, procedures and techniques.

The extensive collaboration between the Department of Safety and Security and the Department of Peacekeeping Operations on training continued during the reporting period to include finalization of the security training modules for mission specialists and senior mission leadership.

The project on strengthened security at Headquarters was also headed by the Department of Management.

Further requests the Secretary General to provide, in the context of the implementation report, information on strengthening the cooperation between the Department of Safety and Security and the Department of Peacekeeping Operations with respect to security decisions that may affect the conduct of peacekeeping operations, in the framework of the unified security management system, which would be led by the Department of Safety and Security under the provisions of the present resolution

Joint teams of Department of Safety and Security and Department of Peacekeeping Operations staff had visited Haiti, the Democratic Republic of the Congo and Côte d'Ivoire to initiate implementation of integrated security structures, and visits to other peacekeeping missions were envisaged.

With regard to safety and security, the report condemned the killing of military and civilian officers of several peacekeeping missions, and stressed the importance of greater coordination between the Department of Peacekeeping Operations and the Department of Safety and Security.

Mr. Almstrom (Officer in Charge of the Division of Regional Operations in the Department of Safety and Security) said that work on establishing job descriptions had begun immediately after the adoption of the resolution setting up the Department of Safety and Security.

Without the National Security Council and the Domestic Policy Council, the US president would have no routine way to control and coordinate different bureaucracies. White House staff working for the National Security Council call meetings at which officials from the State Department, Defense Department, Treasury, Justice Department, and other key agencies hash out their views on a given policy.

In addition, the Department of Safety and Security and the Department of Peacekeeping Operations are cooperating in the development of arrangements for the selection and recruitment of candidates to security positions in Department of Peacekeeping Operations led or supported field missions against uniform professional standards and qualifications and, to the extent feasible, under harmonized conditions of service.

Twenty six field security coordination officers, agency field security officers and Department of Peacekeeping Operations field safety advisers or chief security advisers attended and successfully completed this intensive five day programme.

In the area of integration, the Department had been cooperating with the Department of Peacekeeping Operations with a view to introducing a unified security management system for all civilian personnel.

In Afghanistan, Iraq and the Sudan, the Department of Peacekeeping Operations and the Department of Safety and Security have formed integrated security management structures so as to incorporate all United Nations civilian personnel into a single protection system, under one designated official and with one country security adviser and security management team, which is calibrated to circumstances on the ground.

Dan Gilbert I actually was consulting recently with the Department of Homeland Security, which generally believes that American security dollars should go to making borders safer.

It therefore urged the Department of Safety and Security to work with ECA to minimize the impact of the security guidelines on the Commission's effective functioning.

Lastly, the Department of Safety and Security must endeavour to minimize the adverse effects of applying Minimum Operating Security Standards at the Economic Commission for Africa.
