Stresses the importance of promoting responsible borrowing and lending

During the crisis, the level of banking activity fell particularly strongly in capital intensive areas such as traditional lending to the private sector. The effect was especially pronounced in lending to non financial companies, whereas lending to households an area with traditionally lower internationalization remained more robust.

Irresponsible borrowing by governments in international credit markets requires irresponsible lending. Bank regulators should just say no to such lending by institutions that are already under their purview.

And, yes, there are things like Grameen Bank and micro lending.

The transition marked the establishment of the Territory's first commercial lending operation.

Both started as NGOs (following the Grameen model) and received millions in grant money from development institutions to start lending operations. They also got access to low cost lending from government banks and multilateral institutions such as the International Finance Corporation (the World Bank s commercial lending arm) and the US Agency for International Development.

Lending, too, is being transformed by technology. Crowdsourced funding and peer to peer lending schemes give borrowers the opportunity to circumvent many of the hurdles of traditional banking including, in some cases, collateral requirements and credit ratings.

For its part, the People s Bank of China (PBOC) has engaged in cautious monetary loosening, which includes freeing up more funds for lending by banks that allocate a certain proportion of their total loan portfolio to SMEs. The PBOC, through its pledged supplementary lending program, has also started lending directly to banks that have promised to use the funds for social housing construction.

In this case, the multilateral lending bodies have scarcely criticized themselves for those terrible results.

Fortunately, however, these shortcomings can be overcome. Regulators and Internet financiers can look to traditional bank lending to individuals and SMEs as they devise new measures to minimize risk and lock up bottom lines in the P2P lending sector.

The proximate answer for the US is that a decline in lending standards helped people buy houses at ever increasing prices before 2006. Freer lending meant that people were freer to bid up prices of homes to ridiculous levels.

They are likely to place much greater emphasis on consumer lending, especially mortgages and credit cards. With China s mortgage lending equal to only 10 of GDP, compared to 60 70 in the Anglo Saxon countries, there is huge opportunity for growth.

Since the 1990s private finance has shifted from international syndicated bank lending to international bond issues.

In addition, the draft Principles encourage IMF to implement fully its lending into arrears (LIA) policy.

Also, direct financial support is given to refugee households through consumer lending and housing development loans.

Even so, P2P lending still accounts for just a small fraction of overall lending in China. Last year, total loans issued through peer to peer networks were equivalent to just 1.5 of the CN 15.1 trillion in consumer loans issued by Chinese banks.

Alhough the Bank of China curtailed its lending growth to only 6 last year because of concerns about credit quality, many new local banks have expanded their lending aggressively, and could now suffer huge losses as the economy slows and firms solvency weakens.

Lending to states thus involves unfathomable risks that ought to be borne by specialized players who are willing to live with the consequences. Historically, sovereign lending was a job for a few intrepid financiers, who drove shrewd bargains and were adept at statecraft.

Some were fairly obvious Larger loans and higher leverage ratios contribute to higher rates of NPLs. Others the existence of guarantees or collateral, lending to small companies (instead of the companies owners), and lending to borrowers who are geographically farther away were less so.

But worrying signs about China s seemingly benign lending practices are emerging. Chinese financial assistance is tied to the extraction of natural resources, particularly oil and minerals. Environmentalists worry that without a more conscientious green component to Chinese lending, unchecked exploitation could lead to resource depletion.

Schauble advocates a longer term solution a European Monetary Fund (EMF) to provide emergency lending to countries at risk of default on their sovereign debt. Emergency lending would come with a prohibitive price tag, strict conditions, and mandatory penalties in the event of non compliance.

Stimulus programs were sold as being a temporary palliative, needed to bridge the gap until the financial sector recovered and private lending resumed. But, while bank profitability and bonuses have returned, lending has not recovered, despite record low long and short term interest rates.

I urge donors to continue lending support to these important projects by making additional contributions to the Trust Fund.

The ASEAN 3 is now strengthening the CMIM by doubling the total fund size to 240 billion. The group also agreed to enhance the CMIM s flexibility by reducing the minimum portion of crisis lending to be tied to the International Monetary Fund s lending program from 80 to 70 .

But, while doing so, they are not likely to be expanding private sector lending to support economic growth. European banks are far more thinly capitalized, and account for a much larger share of credit extended, than banks in the US, where much more lending originates in capital markets.

Article 51 A securities firm shall use its own funds or funds that have been raised according to the law when lending funds to the customer it shall use its own securities or securities whose right of disposal has been legally obtained by it when lending securities to the customer.
