In the event of the absence or temporary disability of the Chairman, one of the Vice Chairmen shall serve as Chairman, in the order of precedence determined by their seniority as members of the Committee where they have the same seniority, the order of seniority in age shall be followed.

There is a simple, if radical, solution abrogate the legal provisions that regulate the duration of employment contracts, and return the treatment of tenure and seniority to collective bargaining, as is the case elsewhere.
