The government of Afghanistan is ready to settle its outstanding contributions to the UNIO budget as stipulated in the payment plan that my government signed on 21 May 2004.

Invites the Member States which have not yet done so to subscribe to the second capital increase of the IDB and to settle their outstanding contributions and other financial commitments.

It is noted that the Secretariat has maintained its efforts to collect outstanding assessed contributions and negotiated four new payment plans with member states during 2004.

Both Georgia and the Niger had payments and credits applied to their outstanding assessed contributions in 2004 that exceeded the amounts foreseen in their payment plans.

It was to be hoped that both current and former Member States in arrears would take action to settle the outstanding amounts, so that the organization's activities could be properly supported.

I have now received a request from the Government of Iraq that 2,182,168 plus 226,493 be used to settle the outstanding arrears of the Government of Iraq with the International Atomic Energy Agency (IAEA).

(c) Urges Member States to pay their outstanding assessed contributions as soon as possible to minimize the need to withdraw sums to meet shortfalls in the payment of assessed contributions.

The Committee also encouraged the Comoros and Iraq to consider presenting a multi year payment plan as a way of gradually reducing their outstanding assessed contributions to the United Nations.7

The Committee noted Guinea Bissau's intention to establish a multi year payment plan and encouraged it to submit such a plan as soon as possible, so as once again to reduce its outstanding assessed contributions.

The approved requests authorize payments for a variety of items, including for basic expenses and accommodation (13 requests), extraordinary expenses (two requests), legal representation (three requests), and the sale of a home to settle an outstanding mortgage debt (one request).

Fighting won't settle anything.

In practice, Protection of Information Section did not wait for proof of payment. As a consequence, outstanding receivables for issues No. 10 and 11 amounted to 72,035 while payments received amounted to 52,221, as at May 2004.

After the last payment of approximately 655 million on 27 October 2005, there are only 85 approved claims (in categories D, E and F), with an outstanding award balance of 32.4 billion, that have not been paid in full.

In a judgement dated 5 July 2001, the Barcelona Provincial Court upheld the earlier ruling, albeit limiting the payment to the amounts outstanding for the period from August 1994 to 27 October 1995, the date of submission of the complaint.
