The dialogue on urban resources financing slum upgrading suggested that while there is an urgent need for more international aid targeted at slum upgrading, it is also important to design innovative strategies to mobilize domestic capital, including strengthening housing and microfinance institutions.

The Cities Alliance provides small grants that support the formulation of city development strategies and citywide slum upgrading initiatives.

It also assigns priority to squatter settlements and slum upgrading programmes and the establishment of clear rules for rental housing.

OIOS noted the following outcomes of campaign activities (a) adoption of legal instruments and policies granting land (b) strengthening of security of tenure and regularization of informal settlements (c) integration of slum upgrading into city management and (d) actual slum upgrading through access to land and financing mechanisms.

This is being addressed by the Slum Upgrading Facility, a new initiative of UN Habitat aimed at assisting developing countries in mobilizing domestic capital for their slum and urban upgrading activities by facilitating links among local actors and by packaging the financial, technical and political elements of development projects.

Reduction of debt service burdens can release domestic resources that can be allocated to slum upgrading or other urban developing activities.

Urban planning and slum upgrading have direct impact on the living conditions of women, who form the majority of the poor.

Significant progress was made in establishing the Slum Upgrading Facility, a technical assistance and seed capital vehicle for attracting domestic capital investments for slum upgrading, including raising 1.8 million for the design phase and 10 million for a three year pilot phase, with an additional amount of 10 million pledged.

The subprogramme includes the Slum Upgrading Facility (see para. 49 above) which is managed in conjunction with Cities Alliance (see para. 60 below).

Also, OIOS is aware that there is an ongoing discussion within UN Habitat on the terms of reference of the Slum Upgrading Facility.

It will also play a catalytic and preparatory role in leveraging domestic investment for slum upgrading and other pro poor human settlements development.

Memorandums of understanding were signed with three countries in East Africa, while cooperation agreements were concluded with five other countries to promote slum upgrading.
