Ms. Wong (United States of America) said she was disappointed that the Special Rapporteur's report and some of his comments were not objective.

Mr. Belov (Programme Planning and Budget Division of the Office of Programme Planning, Budget and Accounts), introducing the note by the Secretary General containing his comments on the report of OIOS (A 60 291 Add.1), said that the note had been submitted in accordance with paragraph 3 of General Assembly resolution 59 272 and contained supplementary comments on some of the findings and recommendations of OIOS where considered necessary for further clarification.

But then some of us generalized it further. And then it did!
