2. There were some comments on the advantages and disadvantages of bilateral and multilateral investment frameworks.

My delegation fully aligns itself with the statement of the Permanent Representative of Luxembourg on behalf of the European Union, but wishes to take this opportunity to provide some brief additional comments on particular aspects of the report.

The Party concerned shall be provided with four weeks of receipt of the draft report to provide comments on it.

Governments were requested to provide comments on the model budget by 30 June 2004 four did so by that date.

Those countries should be able to provide, by 1 January 1998, written comments on the draft articles on State responsibility.

The SBI may wish to provide comments on the above mentioned recommendations and take into account their respective financial implications.
