According to the Chief Minister, the new Business Companies Act (2004), which replaces the existing Companies Act and the International Business Companies (IBC) Act, is designed to appeal to international clients, while providing a suitable legal framework for firms undertaking domestic business.

The International Business Companies Act (2004) supersedes the earlier legislation provided for a seven year transition period.

As a result, affected companies will have to conform to all the regulations of the Pay Equity Act.
