Subsidies that Save

On the elimination of export subsidies, major issues concerned the staging, as well as the exact end date, for the elimination of export subsidies.

The WTO Agreement on Subsidies and Countervailing Measures (ASCM), permits generic subsidies (available to all industries) and prohibits export subsidies and subsidies contingent on the use of domestic merchandise that are granted to specific sectors.

A possible approach to eliminate subsidies could be to calculate the gap between domestic and international prices as in estimating producer support in agriculture and use that as a basis for reductions of subsidies.

Fertilizer subsidies have also been eliminated in all but two countries, and most consumer price controls and food subsidies have likewise been abolished.
