We note that the Tribunal's completion strategy involves a three step process encompassing the completion of investigations, trials and appeals according to the time lines established by the Security Council in resolution 1503 (2003).

Separate trials would divert significant resources, including courtroom time, and therefore significantly impact on the completion strategy.

This new courtroom will enable more cases to be heard at the same time, thereby supporting the implementation of the completion strategy.

In October 2004, the Special Court adopted its completion strategy on the basis of the operational information available at that time.

This could leave the organizations in a vulnerable position and affect their ability to meet the time and quality demands of the completion of their mandate.

As set out in the Special Court's completion strategy, the completion of the Court's mandate will be carried out in two phases, namely, the completion phase and the post completion phase.

Upon completion of the pilot project, if warranted, a comprehensive proposal should be prepared clearly indicating all associated costs under both peacekeeping activities and the regular budget, including planned activities, the time frame for completion and the efficiency gains anticipated.

After reviewing the costs and benefits of real time and deferred real time, the best option is for the implementation of the deferred real time, which is less costly and is expected to yield results which can contribute to furthering the completion strategy adopted by the Tribunal.

At the time of writing, three programme documents have been fully formulated and a number of further programmes are at various stages of completion.

The Tribunals themselves are best placed to make the difficult and bold decisions required to keep the implementation of the completion strategies on track and to get the job done on time.

The Russian Federation continues to believe in the need for strict compliance by both Tribunals with their completion strategies within the time frames set out by the Security Council.
