It was predicted that some highways and national or provincial roads in and out of the city would still have high traffic volume, and the visitor traffic in tourist attractions would significantly increase. And the traffic jam and safety risks would increase.

My delegation also notes with appreciation the efforts of the Economic Commission for Europe Working Party on Road Traffic Safety to revise the consolidated resolutions on road traffic and on road signs and signals.

Convinced that road safety requires partnerships, bridging many sectors of society, to promote and facilitate efforts to prevent road traffic injuries,

The initiative is a five year, 10 million project aimed at reducing road traffic fatalities in several developing countries through targeting key road safety themes, training road safety professionals and providing seed money to support pilot programmes to improve road safety.

WHO has developed an online global road safety legislation database, building on the comprehensive work already undertaken for the European region by the Economic Commission for Europe Working Party on Road Traffic Safety.

On 20 September this year, the Working Party on Road Traffic Safety and the Inland Transport Committee of the ECE, under the chairmanship of the Russian Federation, decided on amendments to the 1968 Vienna Conventions on Road Traffic, Road Signs and Signals.

At this stage, six manuals are planned four of these will be on the key risk factors identified in the World Report on Road Traffic Injury Prevention inappropriate and excessive speed, drinking and driving, safety belts and child restraints and helmets while the other two will address the creation of a lead agency on road safety and traffic and injury data collection.

First, it expresses its concern at the increase in traffic fatalities and injuries worldwide and reaffirms the importance of addressing global safety issues through international cooperation.

Education is not just simply teaching the traffic rules, but making sure that the concept of road safety is conveyed clearly and that it is internalized.

The resolution on road safety and health also called upon Member States to prioritize road safety as a public health issue and to take steps to implement measures that are known to be effective in reducing road traffic injuries.

Encourages Member States to adhere to the 1949 Convention on Road Traffic and 1968 Conventions on Road Traffic and on Road Signs and Signals, in order to ensure a high level of road safety in their countries, and also encourages them to strive to reduce road traffic injuries and mortality in order to achieve the Millennium Development Goals

In countries where road safety is neglected, the international community needs to find ways to encourage efforts to reduce road traffic injuries and to make national Governments aware of the need to integrate road safety into their transport and health policies.

(c) Development of a satellite data link, a system that improves the communication quality and surveillance capability of air traffic control for the safety of transoceanic flights.

The World Health Organization (WHO) dedicated World Health Day to road safety and, together with the World Bank, launched the World Report on Road Traffic Injury Prevention.

On 22 May 2003, the General Assembly adopted resolution 57 309 on the global road safety crisis, highlighting the rapid increase in road traffic deaths, injuries and disabilities globally, the disproportionate fatality rate in developing countries and the negative impact of road traffic injuries on national and global economies and requesting the Secretary General to submit a report on the global road safety crisis.

Physical improvements help inform public policy regarding traffic safety, the placement of the waste and other facilities, which, if done properly, don't compromise a community's quality of life.

ICAO applies space based navigation systems in its communications, navigation and surveillance air traffic management that support the required air navigation performance and contribute to increased aviation safety.

Traffic lights are used to regulate traffic.

Invites the Economic and Social Council, working with other relevant organizations and bodies of the United Nations system, and through its regional commissions, to facilitate the exchange of information on best road traffic safety practices and the development of recommendations for road traffic injury control

Jiangsu, Yunnan, Hubei, Shanghai and other places have conducted activities, such as creating real simulations of civilized transportation and sending small yellow cabs to schools, to promote traffic safety

Establishing the United Nations Road Safety Collaboration is an attempt to bring together a diverse but complementary group of agencies with a common commitment to reducing road traffic injuries.

Another commendable effort is the global road safety initiative, a partnership of seven private companies, launched in December 2004, which aims to reduce road traffic fatalities in developing countries.

Similarly, experience in many countries has led to the conclusion that the creation of a lead agency on road safety and an accurate assessment of a country's road safety situation are important steps that need to be taken to effectively tackle road traffic injuries.

The road clearing operation launched by the Government in December in order to make the roads safe for traffic, including commercial traffic, and the transport of fuel and food for the markets, as well as for humanitarian purposes, resulted at first not in more safety but in less.

World Health Day 2004, the launch of the World Report on Road Traffic Injury Prevention, the passing of two road safety resolutions and road safety activities that were spurred by these events around the world over the past year all attest to growing awareness and commitment.

It is important to note that about 55 per cent of the traffic is overflight traffic, and 20 per cent is khat traffic.
