Basic education services, as well as federalized upper secondary and vocational education, have been added to the services catering for the same levels previously existing in the states themselves.

60. In assessing the projects submitted, the Office of the Under Secretary for Vocational Training enjoyed the services of a team of assessors specially trained by the Vocational Training Centre (CEDFOPE) to evaluate the course contents.

Higher vocational education in the country is performed on the basis of general secondary, beginning vocational and secondary vocational education, and colleges of higher vocational schools and in State institutions of higher vocational education, including private institutions.

It is the result of joint action by the Ministry of Labour and Social Security and the National Council for Women and is designed to set up services specializing in vocational guidance and vocational training for women.

In addition to the federalization of basic education, SEP has devolved other services to the local authorities, such as the technical vocational education services (intermediate secondary education) of the National College of Technical and Vocational Education (CONALEP) and those of the baccalaureate of the College of Bachelors, decentralized SEP bodies.

The following levels of vocational education have been established in the Latvian educational system primary vocational education secondary vocational education higher professional education.

Activities under the programme included vocational and teacher training, additional health services, landscaping of Agency installations, summer camps for youth, clean up of refugee camps, mosquito eradication, mural painting and various community services.

With respect to gender equality, a women's union had been formed to promote greater access to education, health care services, vocational training and employment.

Apart from generating new employment opportunities, the application of information technology could vastly and cheaply expand access to education, health care, markets, financial services, vocational skills, administrative services and other aspects of modern society.
