That is precisely the point of an initiative that Germany submitted within the framework of the Group of Eight.

Within five years of 1945, France and Germany were laying the foundations of a European economic community, sharing sovereignty to strengthen their security.

The Western powers in Germany, on the other hand, pursued, after a short period of non fraternisation, a policy of controlled empowerment. Within a year of the end of the war there were indigenous administrations, within two years elections.

Politically, however, the agreement amounts to a small revolution, because it has shifted the balance of power within the eurozone Germany is strong, but not strong enough to get away with isolating itself completely from Europe s other major players.
