And 2028, 2030? It's just around the corner.

Legislation has been the framework and the main instrument to facilitate the implementation of national action plan for climate change in many non Annex I Parties.

Perhaps the best way to avoid confrontation is to cooperate on shared external threats, most notably nuclear proliferation, global climate change, and Islamic extremism. But getting to 2030 without a major confrontation will be a major achievement.

(g) A protocol under either the Convention on Biological Diversity or the United Nations Framework Convention on Climate Change.

Neither the United Nations Framework Convention on Climate Change (UNFCCC) nor its Kyoto Protocol, which sets concrete emission reduction targets for industrialized countries, contain specific trade obligations.
