The universal adoption and implementation of comprehensive safeguards agreements, and of Additional Protocols to them, is a prerequisite to an effective and credible safeguards system.

In this regard, universal adherence to the Additional Protocol to safeguard agreements is a requirement for a stable, open and transparent international security environment in which peaceful nuclear cooperation can take place.

Moreover, the EU will work within the IAEA to make the IAEA Board of Governors acknowledge that the conclusion of comprehensive safeguard agreements and additional protocols are the verification standard of today.

Additional protocols to IAEA safeguards agreements were a confidence building measure and an effective method of international verification, providing assurances that nuclear equipment and dual use goods were being put to peaceful uses.

The States members of CARICOM were particularly committed to the issue of nuclear safety and, to that end, had all concluded safeguards agreements with IAEA and were in the process of signing additional protocols.
