The Commission s own staff input the data relating to the first instalment of category C claims, and data input of other instalments was carried out by an outside contractor or national Governments, who then supplied the claims data together with the paper claims to the Commission.

Elements of such a harmonized data collection process include economic census, business registers and administrative data.

The data sets were developed using GIS modelling techniques and the most recently available data on subnational administrative boundaries and human population at the most detailed administrative level.

10. From a total number of 14,906 property claims, the administrative system has resolved 44 per cent, as compared to 21 per cent in October 1996.
