Given UNCTAD's new mandate in the area of corporate responsibility, it was proposed that it engage stakeholders in action oriented policy dialogue through the UNCTAD ICC Investment Advisory Council.

At the 40th meeting, on 27 July, the Council had before it draft decision I, entitled Extension of the mandate of the Gender Advisory Board recommended by the Commission.8

The Advisory Committee notes that the Security Council authorized UNOTIL to engage up to 45 civilian advisers to carry out its substantive mandate, namely to support the development of critical State institutions.

At its 3rd meeting, on 1 March, the Council decided to extend the mandate of the Ad Hoc Advisory Group on Guinea Bissau until the substantive session of 2005 and requested that, in its report to the Council at that session, the Group describe how it had fulfilled its mandate.

In the view of the Advisory Committee, it is for the General Assembly itself to decide upon such issues as the mandate, composition, selection process and qualification of experts of the new committee.

Replenishment from approved mission budgets however, takes approximately 150 days, taking into account M 60 days (60 days before the mandate), when a commitment authority is authorized by the Advisory Committee on Administrative and Budgetary Questions, and M 90 days (90 days after the mandate), when a budget is approved by the Assembly.

The Syrian Arab Republic had noted the Advisory Committee's recommendation that the proposed budget for MONUC should be reduced, and wished to explore the potential impact of the recommended reduction on the fulfilment of the Mission's mandate.

Mr. Kuznetsov (Chairman of the Advisory Committee on Administrative and Budgetary Questions), introducing the report of the Advisory Committee on the revised budget for MONUC for the period from 1 July 2004 to 30 June 2005 (A 59 735), said that the request for additional resources arose from the Security Council's October 2004 decision to expand the Mission's mandate and increase its strength.

The Independent Audit Advisory Committee serves in an expert advisory capacity to the General Assembly.

It was also suggested that the Committee act as an advisory panel to identify possible new mandate holders, draw up a roster of experts or identify protection gaps in order to guide the Commission Council's deliberations in the creation of new mandates.

The Advisory Committee regrets that, owing to the protracted nature of the review process, the impact of the reduced mandate of the Mission on the administrative and civilian components was not established in time for the preparation of the 2005 06 budget.
