13. Resource flows are analysed in this section under two main concepts aggregate net resource flows and net resource transfers.6

This income is expected to remain around 6 per cent of net proceeds.

This translates, from the year 2006, to an average annual growth of 4 percent in gross proceeds and net operating income.

The goal is to generate 59.6 million net operating income by 2009, with 181 million gross proceeds and 129 million cards sold.

The aggregate net long term resource flows to developing countries and their main components is summarized in Table 1, in annex I of this document.

The current global private sector fund raising strategy ending 2005 aimed to raise 450 million in net proceeds for UNICEF from PSFR by 2005.

16. Aggregate net transfers to Africa have fluctuated widely, ranging from a low of 4.6 billion in 1993 to a high of 14.5 billion in 1995.

Net income from the private sector includes proceeds from the sale of greeting cards and other products, private sector fund raising and contributions from NGOs.

Refunds of expenditures charged to prior financial periods, net gains on exchange and proceeds from the sale of surplus property, are credited to miscellaneous income.

For example, Africa s share in the total net aggregate resource flows to developing countries declined from 15.4 per cent in 1992 to 7.4 per cent in 1996.

In its quest to control the movement of proceeds of crime, the Anti Money Laundering Act (2005) prescribes aggregate values of business transactions per customer per day and imposes a limit on money transfers.

At the same time, aggregate net resource flows to Africa over the past five years have not increased to fill the growing gap between investment needs and domestic savings.

The share of OF in aggregate net resource flows declined from a high of about 98 per cent in 1993 to 74 per cent in 1996 (table 2).8

Its current economic situation is irrelevant, considering that the income it has derived from the property since 1952, i.e. net proceeds from rent for more than four decades and the proceeds from the privatization sale of the property, is sufficient to cover adequate compensation.

B. Aggregate economic performance

Net proceeds from UNICEF PSFR activities for 2006 are projected at 570.0 million, of which 320.0 million are for regular resources and 250.0 million for other resources (see table 1A).

The Parties listed in Annex I to the Convention shall cooperate to ensure that their total aggregate annual average net emissions of greenhouse gases for the first period from 20_ to 20_ is _ per cent lower than their total aggregate emissions of greenhouse gases for 19_ the period from 19_ to 19_ .

Gross proceeds generated by UNICEF country offices from PSD activities in 2005 are projected at 35.3 million (see table 5), with costs estimated at 15.4 million, resulting in a net operating income of 19.9 million.
