The projected increase includes two important sources of additional funding the Global Fund to Fight AIDS, Tuberculosis and Malaria and the United States President's Emergency Plan for AIDS Relief.

With the United States making firm commitments to finance HIV AIDS projects through the United States President's Emergency Plan for AIDS Relief initiative, it is expected that 66 per cent of donor funds will be allocated to STD HIV AIDS activities in 2005.

There was a significant increase in the availability of funds from such sources as the Global Fund, the United States President's Emergency Plan for AIDS Relief and the World Bank's Multi Country AIDS Programme.

Given the increased emphasis on addressing the global AIDS pandemic, including the Millennium Development Goal of combating HIV AIDS, malaria and other diseases and the creation of the Global Fund to Fight AIDS, Tuberculosis and Malaria and the United States President's Emergency Plan for AIDS Relief, estimates for 2004 and projections for 2005 point to a continuation of this trend.

We welcome the increase in debt relief, including debt cancellation, for many of the most highly indebted poor countries, as well as the renewed focus on Africa and on HIV AIDS.

The United States Agency for International Development began funding two projects in Abkhazia, Georgia, an HIV AIDS prevention programme, implemented by Save the Children, and a youth development programme implemented by Catholic Relief Services.

By the end of last year, more than 700,000 people in low and middle income countries had access to antiretroviral therapy, thanks to the combined efforts of initiatives such as the 3 by 5 campaign run by the World Health Organization and the Joint United Nations Programme on HIV AIDS, the work of the Global Fund to Fight AIDS, Tuberculosis and Malaria, the United States President's Emergency Plan for AIDS Relief and the World Bank's Multi Country HIV AIDS Programme.

Some, like AIDS, are chronic others, like earthquakes or hurricane Katrina, are sudden displays of natural force. In each case, it is expected that a well financed relief effort will descend from a wealthier region.
