The Organization now finds itself in a position where, through the proper application of the Performance Appraisal System, it has the tools to measure performance against specific benchmarks and goals it is the view of the Committee that the time has come to move away from theoretical to practical application of results based budgeting principles and truly performance based management.

Monitoring performance will become part of the responsibilities of the PPRRs, on the basis of performance indicators contained in work plans, within a framework of periodic reviews, including yearly tripartite reviews.
