The ECB has already attempted to ease credit conditions by purchasing high quality asset backed securities. It has bought securities backed by cash flows from private sector mortgages, so called covered bonds, and it has floated the idea of buying corporate bonds and multilateral securities issued by the European Investment Bank.

Adding 400 billion would increase the pool substantially. Together with asset backed securities, covered bonds, and corporate bonds, 1 trillion of assets the threshold widely thought to make quantitative easing by the ECB credible would be available for purchase.

The Federal Reserve s policy of long term asset purchases, also known as quantitative easing, has intentionally kept long term rates low. The Fed is buying Treasury bonds and long term mortgage backed securities at a rate of 85 billion a month, equivalent to an annual rate of 1,020 billion.

One solution is green (or climate ) bonds. These instruments have all the characteristics of conventional bonds, but they are backed by investments that contribute to sustainable development or the fight against climate change.

So far, policymakers are talking only about exchanging old Greek bonds for cash (in buybacks) or new Greek bonds. It would be far preferable to exchange them for Eurobonds, backed by the full faith and credit of all eurozone countries.

Mortgage banks kept some claims on their books, but sold most of them to investment banks as mortgage backed securities. The investment banks blended these securities into asset backed securities and collateralized debt obligations (CDOs) and sold them on to financial institutions throughout the world.

Pushing up asset prices and pushing down the euro s exchange rate will require the ECB to buy bonds on the secondary market not the crisis countries bonds per se, but those of all eurozone members. In other words, it will require quantitative easing.

BRUSSELS It has now been nearly half a year since the European Central Bank declared its intention to buy some 1.1 trillion ( 1.3 trillion) worth of eurozone bonds. When it first announced the so called extended asset purchase program in January, the ECB emphasized that it was only expanding an existing program, under which it had been buying modest quantities of private sector bonds, to cover government paper.

In Lebanon, Palestine, and Syria, Iranian proxies have prevailed over Saudi backed groups. And the Iran backed Houthis remain in control of Yemen, despite Saudi airstrikes.

The Battle of the Bonds

The dysfunctional credit markets caused by the uncertain value of asset backed securities means that banks and other financial institutions are unable to raise funds and are unwilling to lend. As a result, the central bank s lower interest rates do not translate into increased spending on interest sensitive investment and consumption.

Thus, the path of e commerce firms is asset light on the surface, but asset heavy in reality.

After several difficult years, the country managed to negotiate an exchange of outstanding bonds for bonds with a considerably lower face value. About 93 of creditors accepted the exchange and received new bonds with a face value that was about one quarter of that of the old bonds.
