First, such investment would allow incomes and aggregate demand to increase, thereby raising the rate of existing capacity utilization.

In 2004, global crude steelmaking capacity was reported to be 1.18 billion tones, while the utilization rate was 88 per cent.

Thus, capacity utilization is particularly important.

Capacity development with a focus on the utilization of African institutions

Currently, the most severe problem confronting Chinese authorities is overcapacity. For example, China s annual production capacity for crude steel is one billion tons, but its total output in 2012 was 720 million tons a capacity utilization rate of 72 .

Improvement in the rate of redeployment is important for the overall capacity, robustness and effectiveness of SDS.

It was equally unacceptable that many Member States paid a floor rate in excess of their capacity to pay.

However, that test assumes, inter alia, the full employment of labour, full capacity utilization and, apart from tariffs, the absence of serious distortions in member country markets.

Such assumptions are not applicable to most ESCWA member countries, which suffer from chronic unemployment and underemployment, excess capacity, inadequate utilization of resources, and widespread market distortions.

E. Dissemination and utilization

China's capacity utilization in recent years is higher than the global average, but also higher than that of the United States and Europe and other countries and regions.

19. The foregoing overview highlights the importance of the balance of payments as a constraint on fuller capacity utilization and on investment in industry and infrastructure in SSA.

Both the principles of equitable utilization and reasonable utilization have been incorporated into draft article 5.
