With United Architects, also, we made a proposal for the European Central Bank headquarters that used the same system, but this time in a much more monolithic mass, like a sphere.

Originally created as a temporary fix in 2007, the swap lines established at that time connecting the US Federal Reserve, the European Central Bank, and the Swiss National Bank have been extended each time a new crisis has unsettled the markets. More recently, however, six central banks announced that they had made their swap lines permanent.

For mainstream French politicians, renouncing the European project to buy the time required to restore competitiveness is as unthinkable as is the logical alternative an all out push for full European political union. This would reestablish monetary sovereignty and create a normal central bank (like the Federal Reserve or the Bank of England) at the European level.

Central banks in China, South Korea, Taiwan, Singapore, and Thailand, fearful of losing competitiveness relative to Japan, are easing their own monetary policies or will soon ease more. The European Central Bank and the central banks of Switzerland, Sweden, Norway, and a few Central European countries are likely to embrace quantitative easing or use other unconventional policies to prevent their currencies from appreciating.

The European Central Bank is making its reputation at this time of turmoil and crisis. Barely a month after the rejection of the European Union Constitution in France and the Netherlands, the EU Summit in Brussels ended in a surprisingly acrimonious orgy of national egoisms and no deal.

The more French president Nicolas Sarkozy attacks the European Central Bank and the strong euro, the more he is criticized in the European media, by European finance ministers, European Union officials and the ECB itself. The critics are right.

The European Central Bank would also be prepared to attend a meeting to clarify terms of reference.

This time, the European Central Bank refuses to come to the rescue and Greek banks are starved of cash. The Greek government institutes capital controls and is ultimately forced to issue drachmas in order to supply domestic liquidity.

Under the Europe agreements between the European Union and those Central and Eastern European countries which are not yet EU members, competition standards based upon European Union competition rules are applicable where trade between the European Union and the other signatory is affected.

This mission is one of the objectives of the cooperation among the countries of the Central European Initiative.

My proposal is to use the European Financial Stability Facility (EFSF) and the European Stability Mechanism (ESM) to insure the European Central Bank against the solvency risk on any newly issued Italian or Spanish treasury bills that it may buy from commercial banks. This would allow the European Banking Authority to treat these various T bills as the equivalent of cash, because they could be sold to the ECB at any time.

And the reason is, time value of money is central to understanding finance.

As long as banks and thus governments, which sell their debt to the banks can draw cheap credit up to any amount from the European System of Central Banks, Europe will remain volatile. The exodus of capital will continue, and enormous compensation claims of the European core s central banks, particularly the German Bundesbank and the Dutch central bank, will pile up.

The mix of endogenous healing and strong central bank tailwinds, including from a whatever it takes European Central Bank, has also helped markets shrug off troubling political uncertainties. Be it the US Congress s paralyzing polarization or Italy s protest vote against the established political order, politicians are being given time to overcome their dysfunction, thereby minimizing any immediate disruptive impact.

France, which has once again intervened in Africa this time to restore order in the Central African Republic is the only European Union country that seems genuinely interested in satisfying popular demand for more robust European security structures. The French consider Europe to be a kind of superpower a status that implies a corresponding military capacity.

Most Italians breathed a collective sigh of relief that three time Prime Minister Silvio Berlusconi is being replaced by a technocrat par excellence, former European Commissioner Mario Monti, a respected economist. Greece, too, is turning over the reigns of government to an unelected, and supposedly apolitical, technocrat, Lucas Papademos, a former vice president of the European Central Bank.

There would be a fiscal treaty, which would reinforce the Stability and Growth Pact and, importantly, entail automatic sanctions to ensure that eurozone members stick to those rules. At the same time, the European Central Bank unleashed its 1 trillion ( 1.3 trillion) long term refinancing operation, which pulled the European banking system back from the brink.

In marathon negotiations, the Cypriot government, under the supervision of the troika (the European Commission, the European Central Bank, and the International Monetary Fund), agreed to a one time tax on bank deposits. But, despite an amendment to exempt accounts containing less than 20,000, the Cypriot parliament overwhelmingly rejected the plan, leaving Cyprus and Europe in limbo.

Child mortality rates have declined in all Central European countries over the past 20 years, especially in Poland, where the rate fell from 17 per 10,000 live births to seven. In the Czech Republic and Slovenia, life expectancy has increased from 71 to 77, similar to other Central European countries.

The new time bound commitments by the European Union are worthy of praise.

Think tanks, lobby groups, and national regulators have wasted no time in trying to influence Hill's efforts, and to head off any initiatives that might damage their interests. The Bank of England has argued that there should be no replication of the banking union grant of new powers to the European Central Bank at the expense of national central banks.

Most obviously, the European Central Bank announced an ambitious program of asset purchases quantitative easing in late January. That prospect rapidly drove down the euro s exchange rate, enhancing the international competitiveness of European goods.

The honeymoon for the European Central Bank is over. Because European interest rates no longer are clearly out of whack with the fundamentals of the euro zone economy, monetary policy has become more complex.

It is time for the rest of Central and Eastern Europe to catch up to Serbia.

The vision of central bank independence as a necessary part of the constitution of a sound and stable political order was not simply a European construct in the 1990 s. It was also reflected in legislative changes affecting other central banks, and in central bankers growing prestige.

BRUSSELS A key question confronts the four presidents of Europe s major institutions (the European Commission, the European Council, the European Central Bank, and the Eurogroup) as they prepare their report on how to reform the common currency Does the eurozone need its own budget?

For this purpose meeting rooms will be identified for the use by the following groups African group Group of 77 and China, Asian and Pacific group, Eastern and Central European group, Latin American and Caribbean group, Western European and others group European Union, and JUSCANZ.

The IMF, the World Bank, and other international financial institutions, such as the European Investment Bank and the European Bank for Reconstruction and Development, as well as the European Central Bank and the European Commission, have worked together to stabilize the situation. The G20 has led the way on the international level.

The broader and more worrying trend is the politicization of central banking. Leading German political figures are becoming increasingly suspicious of the European Central Bank, while also worrying aloud about the US Federal Reserve s monetary policy.

But EU institutions have not been entirely inactive. The European Commission asked an eminent persons group, chaired by Erkki Liikanen, the head of the Finnish central bank, to examine this issue on a European scale.

Stressing the importance of the regional cooperation initiatives, assistance arrangements and organizations, such as the South East European Cooperative Initiative, the South East European Cooperation Process, the Central European Initiative, the Black Sea Economic Cooperation Organization and the Danube Commission, as well as the Stabilization and Association process and other arrangements for the Eastern European States with the European Union,

And the European Central Bank has consistently shown that it will stand by the euro. Yet experts and partners often underestimate our determination.
