According to the information provided by OSCE, in Belarus, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan, cases of persons sentenced to death are automatically considered by the Clemency Commission irrespective of whether the person concerned seeks clemency.

During the five year period, 20 death sentences were confirmed following the conclusion of the appeal clemency process.

What does not yet seem to have registered with Jokowi, or with enough of his fellow citizens, is the incongruity of refusing even to consider clemency for those on Indonesia's death row, while lobbying passionately for clemency for more than 200 Indonesians condemned to die elsewhere, notably in the Gulf.
