The best way to measure how far China still has to go is to consider the development of its services sector the infrastructure of consumer demand in an economy. The good news is that services are now growing faster than any other sector, having reached 48 of GDP in 2014 (thus surpassing the end 2015 target of 47 well ahead of schedule).

We've made improvements in energy and resource efficiency, but the consumer sector, especially in America, is very inefficient.

Distribution services are the single most important services sector in terms of employment generation.

To achieve inclusive growth, India must shift toward modern services, such as Internet connectivity technology, finance, law, accountancy, and other professional business services. The authorities must reduce burdensome regulations to allow the sector to be more competitive and dynamic (recent government service sector reform is most welcome).

Such upgrading enhances sector and firm competitiveness, and translates into greater world market shares in tradeable goods and services.

Even where the private sector indicates an interest in partnering the public sector in the provision of services, in order for such services to be provided efficiently, while taking into account social objectives, it presupposes a strong and transparent regulatory framework that only a competent State can provide.
