Asian policymakers must remember how they successfully developed their manufacturing sector through competition. The same logic should be applied to services.

The globalizing of production processes, including services production, offshoring and the perceived movement of both manufacturing and services jobs from developed to developing nations is an issue of interest to policymakers.

The sustained GDP growth is supported by the improvement in a number of economic sectors, including agriculture, mining, construction, manufacturing and services.

Some organizations expressed the need for adequate and timely legal support to enable procurement services to cope with any breach of contract on the part of vendors suppliers and ensure timely compliance with contract terms.

Though services account for 76 of employment, its contribution to overall economic growth is small, owing to low productivity. Two things make services different from manufacturing. First, while some segments of services are tradable and are becoming more important in global commerce, these typically are highly skill intensive sectors that employ comparatively few ordinary workers.

While the debate about China s near term outlook should hardly be trivialized, the far bigger story is its economy s solid progress on the road to rebalancing namely, a structural shift away from manufacturing and construction activity toward services. In 2014, the services share of Chinese GDP hit 48.2 , well in excess of the combined 42.6 share of manufacturing and construction.

Developing countries accounted for at least 4 per cent and 10 per cent of outward FDI stock in the manufacturing and services sectors, respectively, by 2002.

In the case of services, it had been agreed to intensify negotiations for opening up services markets, which currently accounted for over half of most economies to the point where services were now on par with agriculture and manufacturing as a core area of market access.

As it stands, productivity in services is six times lower than in manufacturing. The operations of South Korea s chaebols which dominate production, if not employment should be adjusted to support productivity gains in the increasingly dominant services sector.

For example, the Directorate for Science, Technology and Industry maintains databases on structural analysis activities of foreign affiliates in manufacturing and foreign affiliates and trade in services.

This technology is really going to disrupt the landscape of manufacturing and, I believe, cause a revolution in manufacturing.

The four countries have very different economic structures Russia and Brazil rely on commodities, India on services, and China on manufacturing. Brazil and India are democracies, while China and Russia are decidedly not.

The market was transnational, with companies registered in one country recruiting in another, and providing services in a host of States under contract to both States and non State actors.

This rebalancing has helped to improve China s income distribution. Indeed, in recent years, labor s share of national income has been on the rise a direct reflection of the decline in manufacturing and expansion in services.
