Action at the community level could also be used effectively to contribute to the national data collection process.

The Regional Bureau for Africa of UNDP, in collaboration with UNCTAD s Debt Management and Financial Analysis Section, has focused on improving collection, compilation, recording and reporting of debt data, installation and operation of software packages, training of national staff, and reinforcing of institutional capacity for debt management.

Some participants stated that collective action clauses were a useful feature of debt restructuring.

In that context, we reiterate the calls for more radical action by the international community, in line with recommendations that debt relief should cover multilateral and bilateral debt and reduce debt stock and debt servicing by up to 100 per cent.

The field module will be a primary information collection tool for mine action centres, organizations performing surveys and agencies involved in mine action at the field level.

We heard a strong welcome for recent progress on aid and debt, although many members expect further action on debt, more quickly and in more countries.

Stock exchanges are another source, as are tax collection foreign direct investment debt forgiveness, which also releases some money long term bonds borrowing and finally, pension funds.

The collection, analysis and use of geographic information was thus a starting point for sustainable development, because the poor quality of data collection and management in many societies prevented any meaningful plan of action from being undertaken.

Debt sustainability needs to be redefined to enable the least developed countries to achieve the goals contained in the Brussels Programme of Action without an increase in debt ratio.

But there were also calls for action on the issue of debt in all heavily indebted African countries.
