The reference to article 17 should be consistent with that article, i.e. a declaration under that article can be made only at the time of ratification, accession, etc., although it may be amended thereafter.

The practical and speedy use of the declaration mechanism might well obviate the need to expand the scope of protection offered by the 1994 Convention to a level that impeded the attainment of universal accession to the Convention.
