He was transferred to Moscow and taken to Pretrial Detention Centre No. 1, and on an unspecified subsequent date to Moscow Pretrial Detention Centre No. 2, for interrogation.

His request to be transferred to a detention centre in Bogotá was turned down three times.

The introduction of the Prisons and Detention Centre Law on 31 May, which incorporates international human rights standards, was an important accomplishment, defining safe, secure and humane detention practices.
