In my discussions, I have stressed that only the Iraqis themselves can find viable and lasting solutions to their political problems.

One of the main goals of the peacebuilding process in post conflict situations is to develop a viable economy.

That extreme expedient can be considered only when all other efforts have been exhausted and peaceful solutions have proved not to be viable.
