Drawdown of the residual UNAMSIL presence

The drawdown of UNAMSIL, adjustments to its size, composition and deployment in the maintenance period from 1 July to 31 December 2005 and in the subsequent liquidation period from 1 January to 30 June 2006 are leading to changes in the structure and location of the Mission.

The drawdown of all categories of UNAMSIL civilian personnel is also on schedule.

During the period, the Mission commenced a faster pace of drawdown and withdrawal of the military force as described in the reports of the Secretary General to the Security Council (S 2004 724, S 2004 965 and S 2005 135).

With respect to Sierra Leone, the meeting noted the progress made in the drawdown of UNAMSIL.

Recalls paragraph 18 of its resolution 60 282, and decides that, notwithstanding financial regulation 3.1, any charges arising from a drawdown on the letter of credit would not be a charge on Member States that have paid in full their capital master plan assessments for the applicable period within the one hundred and twenty days of the issuance of the letters of assessment

As a result of the drawdown of the Mission, some military observers from certain Member States were repatriated after only 6 months instead of the normal 12 months projected in the budget.

The Mission's exit strategy, which was based on a carefully calibrated gradual drawdown of the Mission's military component and guided by specific benchmarks, was also an innovative approach by the Security Council.

In support for the Mission's drawdown, UNAMSIL, together with other stakeholders, has designed a public information strategy to raise awareness about the achievements of the Mission and its exit strategy from the country.

At that time, the increase resulting from the addition of the military unit deployed to the Special Court could be offset through the implementation of the UNMIL adjustment, drawdown and withdrawal plan, which is scheduled to commence in March 2006.

However, the Court was still facing a number of challenges, in particular the sharp decrease in anticipated voluntary contributions for 2005 and beyond and the predicted rise in security costs owing to the drawdown of all troops from UNAMSIL by December 2005.

A withdrawing power that first announces a phased exit and then pursues deal making with the enemy undermines its regional leverage. It speaks for itself that the sharp deterioration in US ties with the Pakistani military has occurred since the drawdown timetable was unveiled.

The meeting also urged the Ivorian parties to implement Security Council resolution 1633 (2005) of 21 October 2005, in order to create conditions that would permit the holding of free, fair and transparent elections next year, and commended the preparations made for the smooth drawdown of UNAMSIL.

The peak number of troops deployed during the reporting period increased to 48,988 compared with 34,901 during the period 2002 03, whereas the peak number of civilian police deployed during the reporting period decreased slightly to 5,251 compared to 6,181 during the period 2002 03.
