10. Maritime drug law enforcement must be conceived as an essential component of an overall, coherent, national policy for drug law enforcement.

States should also promote regional cooperation in maritime drug law enforcement through bilateral and regional meetings, provide training to law enforcement personnel in maritime drug law enforcement and promote common maritime law enforcement procedures through the use, where appropriate, of the draft maritime drug law enforcement training guide of UNDCP.

It will also continue to use the regional meetings of heads of national drug law enforcement agencies (HONLEAs) and similar meetings on drug law enforcement as a vehicle for the dissemination and exchange of information on drug law enforcement techniques.

The importance of training to successful drug enforcement could not be overemphasized.

UNDCP has made efforts to revitalize the meetings of the subsidiary bodies of the Commission on Narcotic Drugs concerned with drug law enforcement and to enhance their contribution to regional drug law enforcement cooperation.

China was drafting a drug control law and, in recent years, had made remarkable progress in drug control enforcement and demand reduction.

UNDCP supported SAARC drug control activities by providing technical assistance to workshops organized by SAARC on drug law enforcement and demand reduction.

66. A meeting of drug law enforcement agencies held in Manila in November 1996 had recommended specific measures to counter drug trafficking.
