There is a need to encourage the education and training of more scientists and engineers in order to carry out basic research and observations, to implement and maintain emission control technologies and to give competent advice to policymakers and the public.

Based on these building blocks, the world could agree on allocating the costs for speeding the development and spread of new low emission technologies. This global framework would underpin national and global targets for emissions control and for monitoring the progress of the technological overhaul.

Stricter control over sensitive nuclear technologies and materials is also needed.

However, a strong scientific and technical base is indispensable as a foundation for such systems, playing a critical role in setting appropriate emission standards and ambient air quality objectives, designing and implementing effective air pollution control strategies and technologies and assessing emissions, ambient air quality, exposure patterns and impacts on human and ecosystem health.

There is also a need to intensify efforts to develop water and land related technologies for irrigation and water desalination, using solar energy technologies, and to develop pollution control measures, including integrated programmes for pest management and the control of chemical pollution.

In this respect the weapons complex is no different from a more conventional facility, except for the high degree of emission and effluent monitoring and control usually imposed.

But, in the United States, unlike in Europe and Asia, discussion of hydrogen energy and fuel cells as systemic, game changing technologies is largely absent. That needs to change these clean, renewable energy sources promise not only zero emission baseload power, but also a zero emission fuel for cars and trucks, the biggest polluters of them all.

In this context, relatively small investments in implementing existing pollution control technologies could have huge environmental and public health benefits.
