Substantial funds were pledged at the international donors' conference on Haiti last summer, where the EU emerged as the largest donor.

The EU works with either non EU states, such as NATO members like Canada, Norway, and Turkey, or applicants for EU membership. The ESDP cooperates with the UN and other regional organizations, such as the African Union and ASEAN.

This contradiction signals that national interests continue to prevail in EU budget negotiations, which are often exploited for domestic political gain in member states. Unless a mechanism is introduced that facilitates the rapid disbursement of EU funds, thus insulating the budget from destructive politicization, these funds cannot be used to stimulate growth in times of crisis.

The EU drew the right conclusions when it stressed that national bank rescue packages must not be designed in ways that starve subsidiaries, and also by doubling to 50 billion the crisis funds available to EU countries outside the euro zone. The EU must not stand aside when solidarity is needed.

The Team also attended meetings and conferences with other multinational groups, including various FATF regional style bodies and EU.

The situation screams emergency and has triggered a response by the EU. Most notably, the EU has tripled the budget of Operation Triton, designed to strengthen border security launched an EU wide naval operation against human smugglers and traffickers in the Mediterranean (EUNAVFOR Med) and allocated additional funds to overwhelmed frontline member countries.

For these reasons, the EU provides a unique model for other regions that remain stuck in a mire of conflict, poverty, lack of infrastructure, and environmental crisis. New regional organizations, such as the African Union, look to the EU as a role model for regional problem solving and integration.

The EU emphasized the importance of studying further the policies and regional agreements that could foster South South investment flows.

But does Turkey s shift of focus southward and toward regional power status come at the expense of the country s EU ambitions?

The EU budget should facilitate such transfers in the eurozone, using structural funds. Tax transfers should also act as an automatic stabilizer in the case of asymmetric shocks.

In the expectation that more regional courses will be organized as funds permit, OIOS considers that this recommendation has been implemented.

The United Kingdom implemented a US 18 million Regional Trade Facilitation Programme in Southern Africa and provided funding to the multilateral and regional development organizations, including the African Development Bank, EU and the World Bank.

But we can better achieve our objectives under an EU framework that supports, rather than impedes, national action to boost growth and employment. The European Commission s recent decision to grant member states some flexibility for productive public investment linked to EU structural funds is a welcome step in this direction.

Technical assistance activities include, among others, a regional workshop on the Compilers Manual organized by the Statistics Division and the provision by Eurostat of technical assistance in the framework of EU enlargement, the EU Mediterranean agreement, the Cotonou agreement and regional cooperation agreements such as the Common Market for Eastern and Southern Africa and l'Union Économique et Monétaire Ouest Africaine.

Providing funds to the United Nations regional commissions is also crucial in order to ensure their active contribution to improving road safety in their regions.

The vast majority of the funds was spent at the country level less than 1 per cent was incurred at the global or regional level.

Egypt has also concluded a number of trade agreements (EU Partnership, GAFTA, QIZ), enlarging market access and creating new opportunities for regional integration and the peace process.

Channeling EU structural funds towards innovation is essential, given that spending on research and development is alarmingly low compared to our global partners. Fundamental reform of the Common Agricultural Policy should not remain a taboo.

Turkey s constructive engagement with the EU creates a sense of trust in the West among Western leaders at least, if not yet the general population for its regional initiatives. Yet Turkey is also succeeding in keeping an equal distance between both the EU and the US.

His recent reports also refer to the necessity of effective cooperation between the regional commissions, global departments and the United Nations funds and programmes, especially United Nations Development Programme (UNDP) and between the commissions and partner regional and subregional intergovernmental organizations.

Programme component D.8 gives an indication of the regional distribution of the activities foreseen under this Major Programme, and of the funds mobilization and partnership prospects.

Though EU countries will not contribute any actual funds, they will provide implicit and explicit guarantees for the private investors, in an arrangement that looks suspiciously like the joint liability embodied by Eurobonds. Faced with German Chancellor Angela Merkel s categorical rejection of Eurobonds, the EU engaged a horde of financial specialists to find a creative way to circumvent it.

The EU s role in fostering productivity gains, economic growth, and employment should increase, with as much as a quarter of spending from the EU budget devoted to human capital and research. Research spending should be made more effective by scrapping bureaucratic management by the Commission and Council and opening all national research funds to EU wide competition.

The Southern Madagascar regional development plan and the company's leveraging of international and national organizations' provision of funds, expertise and material were examples of such beneficial multi party cooperation.

EUFOR currently comprises some 6,500 troops from 22 EU member States and 11 other countries, which are deployed throughout Bosnia and Herzegovina in three regional multinational task forces and EUFOR headquarters.

But the EU budget has already enabled an indirect form of leveraging the European Commission s use of implicit budget guarantees to raise capital on financial markets. These funds are used to provide financial assistance to non eurozone EU countries through the Medium Term Financial Assistance Facility, to eurozone countries through the now expired European Financial Stabilization Mechanism, and to partner third countries.

Perhaps this is one reason why many in East Central Europe believe that EU funds, while helpful, are less important than being part of a united Europe, with the expanded opportunities that its common rules imply. Moreover, the EU offers the small countries sandwiched between Germany and Russia a degree of political stability and security that they never had in modern history.
