The EU budget should facilitate such transfers in the eurozone, using structural funds. Tax transfers should also act as an automatic stabilizer in the case of asymmetric shocks.

Channeling EU structural funds towards innovation is essential, given that spending on research and development is alarmingly low compared to our global partners. Fundamental reform of the Common Agricultural Policy should not remain a taboo.

But we can better achieve our objectives under an EU framework that supports, rather than impedes, national action to boost growth and employment. The European Commission s recent decision to grant member states some flexibility for productive public investment linked to EU structural funds is a welcome step in this direction.

The EU Council Regulation (EC) No 1260 1999 OJ L 161, 26 06 1999 laying down general provision on the Structural Funds also includes norms about the creation of equal opportunities for men and women in preparing and implementing projects.

They could well squander the significant transfers that they receive through the agricultural and structural funds, as many previous EU recipients did. If they abandon macroeconomic discipline, as Hungary and possibly the Czech Republic may be doing, they alone will face the consequences.

Fiscal deficits in several new member countries will need to be reduced significantly. Trimming excessive social transfers and entitlements, together with proper use of EU structural funds, would help achieve this objective while also satisfying the need for public investment and infrastructure upgrades.

Since 1989 and particularly since 2004, when they joined the EU they have benefited from massive financial transfers in the form of European structural and cohesion funds. Today, they are unwilling to contribute anything to resolve the greatest refugee crisis facing Europe since World War II.

Less wealthy member countries benefited from tools like the Structural Funds and the Cohesion Fund, which provided considerable resources to enable them to boost their per capita income. But protracted economic crisis has changed their citizens' perspective, with a rising proportion viewing EU membership as more costly than beneficial.

This contradiction signals that national interests continue to prevail in EU budget negotiations, which are often exploited for domestic political gain in member states. Unless a mechanism is introduced that facilitates the rapid disbursement of EU funds, thus insulating the budget from destructive politicization, these funds cannot be used to stimulate growth in times of crisis.

The EU drew the right conclusions when it stressed that national bank rescue packages must not be designed in ways that starve subsidiaries, and also by doubling to 50 billion the crisis funds available to EU countries outside the euro zone. The EU must not stand aside when solidarity is needed.

The situation screams emergency and has triggered a response by the EU. Most notably, the EU has tripled the budget of Operation Triton, designed to strengthen border security launched an EU wide naval operation against human smugglers and traffickers in the Mediterranean (EUNAVFOR Med) and allocated additional funds to overwhelmed frontline member countries.

As a result, the EU cannot reimburse member states for recent unexpected expenditures, including emergency outlays, such as aid to Italian earthquake victims, and spending aimed at boosting economic growth and employment, such as the accelerated absorption of unused Structural and Cohesion Funds. Member states have refused the European Commission s request for extra contributions to cover the shortfall, causing talks over next year s budget to collapse.

Countries with a stronger fiscal position (that is, smaller structural deficits) should be encouraged to adopt more expansionary policies in order to contribute to lifting overall demand. Moreover, the European Investment Bank s lending capacity could be increased substantially, and European Union structural funds mobilized, to finance investment projects in the peripheral economies.

The UN simply cannot solve Kosovo s structural problems, namely the need to develop a viable economy and to begin engagement with the EU the most powerful motor for reform and economic development in the region. But this does not mean that the international community and the EU should now leave Kosovo to its own devices.

Fiscal discipline remains essential, as are deep structural reforms. The growth pact can be properly financed by new sources of revenue, such as a financial transaction tax and joint project bonds for infrastructure investment, or by curbing tax evasion and tax fraud and eliminating tax havens, as well as by more efficient and intelligent use of structural funds.

According to proposals agreed at an informal European Council meeting on January 30, all EU members are to amend their constitutions to introduce a balanced budget rule that caps annual structural deficits at 0.5 of GDP. This ceiling can be raised only in a deep depression or other exceptional circumstances, allowing for counter cyclical policy so long as it is agreed that the additional deficit is cyclical, rather than structural.

But they should also focus on overhauling and accelerating bankruptcy procedures, so that losses can be recognized more quickly and over indebted households can start afresh, rather than being shackled for years.

But the EU budget has already enabled an indirect form of leveraging the European Commission s use of implicit budget guarantees to raise capital on financial markets. Perhaps this is one reason why many in East Central Europe believe that EU funds, while helpful, are less important than being part of a united Europe, with the expanded opportunities that its common rules imply. Moreover, the EU offers the small countries sandwiched between Germany and Russia a degree of political stability and security that they never had in modern history.
