Since then, Malta has been keen to further develop this interregional approach to security and stability in the Euro Mediterranean area. The recent meeting of the Ministers for Foreign Affairs of the Euro Mediterranean area, held in Malta last April, has led to further advances in the field of confidence and security building measures.

Welcoming the efforts deployed by the Euro Mediterranean countries to strengthen their cooperation in combating terrorism, in particular by the adoption of the Euro Mediterranean Code of Conduct on Countering Terrorism by the Euro Mediterranean Summit, held in Barcelona, Spain, on 27 and 28 November 2005,

With regard to security in the Euro Mediterranean area, I would point out that, in the Barcelona Declaration of November 1995, the European Union and 12 countries of the southern and eastern Mediterranean undertook to promote and strengthen the peace, stability and security of the area.

4. At the Second Ministerial Conference of the Euro Mediterranean Partnership, held in Malta in April 1997, ministers reaffirmed the importance they attached to the active involvement of parliaments in the Euro Mediterranean partnership.

The future orientation of UNIDO towards the North Africa subregion will reflect the challenges posed by the gradual establishment of a Euro Mediterranean free trade area by 2010 to the local industrial sector.

That Library received the Anna Lindh Euro Mediterranean Foundation award, whose goals include projecting the common heritage of the Mediterranean region by strengthening links and dialogue between the north and the south of the Mediterranean Sea.

The programme s particular focus was on Latin America and the Mediterranean area.

19. In defining its Euro Mediterranean policy, the Government of Malta keeps this important consideration constantly in mind. This in turn permits the recognition of, on the one hand, the urgent need and potential that exists for the promotion of a comprehensive process of cooperation at both the strictly intra Mediterranean, as well as the wider Euro Mediterranean dimensions.

A much better example can be found in the failure to reach agreement at the recent Euro Mediterranean summit.

At the invitation of the Chairman, Ms. Aït Baala (Euro Mediterranean Women's Committee) took a place at the petitioners' table.

A similar exercise is currently under way with regard to Euro Mediterranean interaction, in the framework of the Barcelona process.

It is Malta s hope that such a proposal will meet the general acceptance of the partners in the Euro Mediterranean dialogue.

(e) Assessment of natural resources in the karstic coastal Mediterranean area (at the international level).

Under the Euro Mediterranean agreements, obligations similar to those under the Europe agreements, except in respect of the requirement to align competition rules, have been extended to trade between the European Union and several Mediterranean countries.

Its main projects are implemented across the Mediterranean area in 7 countries, South America and Asia.

They also welcomed the fact that the European Parliament has taken the initiatives with other parliaments to begin the Euro Mediterranean parliamentary dialogue .

Europe should shift its focus on immigration and security back to policies that reflect the original objectives of the Barcelona Declaration. The EMP s central goals were to advance a comprehensive partnership and political reform, and to create a common area of peace and stability, together with a Euro Mediterranean free trade area.

The upcoming discussions initiated by the European Parliament regarding the setting up of a Euro Mediterranean parliamentary dialogue will be crucial to that achievement.

2. Of major significance to the region has been the Euro Mediterranean partnership, which was and continues to be a significant step in bringing together European and Mediterranean countries to comprehensively address the issues that still beleaguer the region.

These objectives were reaffirmed in the conclusions adopted by the Foreign Ministers at the second Euro Mediterranean ministerial conference, held in Malta in April 1997.

The Foundation encouraged the creation of the READI (Euro Arab network for the development and the social integration) to promote the Euro Mediterranean dialogue through the permanent communication among local agents (civil society, private sector and public administrations).

There is also continuing talk of creating a single monetary area similar to the euro zone.

UNIDO could contribute to ensuring compliance with international norms and standards that were designed to facilitate the circulation of goods, which in turn would promote integration in the global economy, particularly in the context of the plan to establish a Euro Mediterranean Free Trade Area by 2010.

We also hope that the Secretary General will succeed in finding a definitive solution to this protracted crisis. As a Mediterranean State geographically located near European States, Morocco has been taking a special interest, as always, in efforts to consolidate Euro Mediterranean cooperation.

Negotiations between the Government of Lebanon and the European Union to implement the Euro Mediterranean partnership, proclaimed in Barcelona in 1995, have continued during the review period.

Malta continues to view the parliamentary process as a means of bringing the Euro Mediterranean partnership closer to its people, thus enhancing understanding and tolerance in the region.

Leaders must start living up to the responsibilities that come with sharing a single currency. They must recognize the impact that national economic policies have on the euro area as a whole, and thus discuss and coordinate economic programs at the euro area level.

In the summer of 2003, public debate and market sentiment in the euro area were influenced by Japan s protracted deflation and the expectation of a possibly severe disinflationary process in America. Some observers saw a risk of sustained deflation in the euro area as well.

We have been the pioneers for the adoption of a European Union Mediterranean policy, accompanied by the Euro Mediterranean Partnership (MEDA) regulation, through which financial aid to the countries concerned is considerably increased. The African continent is an emerging reality that will affect the future of humanity.

The Malta meeting took a number of decisions in the hope that the first Euro Mediterranean Parliamentary Forum could lead to more substantive decisions concerning the future of the Forum.

The task, therefore, is to increase and strengthen cooperation against terrorism, which remains the primary challenge to be faced by all the Euro Mediterranean partners and by the international community.

Third, the EMU s stability oriented macroeconomic framework has better prepared euro area countries for economic storms. Thanks to the fiscal rules of the Stability and Growth Pact, the euro area achieved its soundest budgetary position in 2007, bringing deficits to their lowest levels in 25 years.
