The Multilateral Framework includes an agreement by governments to work together to develop an evaluation framework for early learning and child care programs and services.

However, there is no uniform standard for self evaluation while some managers view it as a structured, formal event , others see it as an informal, ongoing managerial process. There is agreement, however, that the major obstacles to self evaluation are an uneven commitment from programme managers shortage of time and resources and a lack of guidance, training and consistent monitoring of self evaluation.

It was therefore necessary that bridging information be submitted to demonstrate how an evaluation made under another multilateral environmental agreement applied to the prevailing conditions in the notifying country.

In the endeavours to monitor and verify compliance by the parties with their commitments under the Comprehensive Peace Agreement, we see the United Nations acting in concert with other players within the framework of the assessment and evaluation commission, as stipulated in the Peace Agreement.

MONITORING and EVALUATION

I will focus on three main topics in my statement today the evaluation of the 1995 Fish Stocks Agreement, the sustainable management of living marine resources and protection of the marine environment, and maritime security.

Self evaluation has been an integral element of the monitoring and evaluation requirements since 1986.

In addition, a self evaluation had been undertaken by the Evaluation Office, using as benchmarks the new Norms and Standards for Evaluation in the United Nations System.
