Okay, now follow me on this, because I'm taking a big risk here.

So, talk about risk taking. I'm going to do somebody that nobody likes.

And this region, the regions within the limbic system, have been found to be hypersensitive to the rewarding feeling of risk taking in adolescents compared with adults, and at the very same time, the prefrontal cortex, which you can see in blue in the slide here, which stops us taking excessive risks, is still very much in development in adolescents.

Perverse incentives fueled excessive risk taking, and banks that are near collapse but are too big to fail will engage in even more of it. Knowing that the government will pick up the pieces if necessary, they will postpone resolving mortgages and pay out billions in bonuses and dividends.

But this graph is after taking into account all of these known risk factors.

So we're probably not doing a great job when it comes to risk taking.

In recent years, banks have been berated for using shadow budgets, in the form of special purpose vehicles and conduits, to take on excessive risk.

And such requirements would reduce the likelihood that strong banks would be called upon to finance the resolution of failed institutions. (Of course, these considerations are less relevant if bankers expect to succeed in blocking all regulation aimed at reducing excessive risk taking, and to be bailed out in a crisis.)

The right approach is to search for and prevent excessive systemic risk wherever it manifests itself. The US authorities now have a legal mandate to do this.

Reforming pay arrangements in ways such as those proposed here would help ensure that firms and the economy don t suffer in the future from the excessive risk taking that has contributed to bringing about the financial crisis. A thorough overhaul of compensation structures must be an important element of the new financial order.

To be sure, CEOs of major banks have been forced out before. Chuck Prince lost his job at Citigroup over excessive risk taking in the run up to the financial crisis of 2008, and, more recently, Oswald Grübel of UBS was pushed out for failing to prevent unauthorized trading to the tune of 2.3 billion.

As we are going out there and taking on a new frontier, we should be allowed to risk.

The third area of discrimination is the taking of risk in pursuit of new ideas for generating revenue.

So for example, take risk taking. We know that adolescents have a tendency to take risks. They do.

This argument has proved convincing in policy and political circles, leading officials to focus on a new approach centered on so called macro prudential tools, including capital requirements and leverage ratios, to curb excessive risk taking by banks.
