Those groups include the London Group on Environmental Accounting, the Oslo Group on Energy Statistics, the Intersecretariat Working Group on Environment Statistics and the Intersecretariat Working Group on Energy Statistics and other expert groups that may be established within the scope of the Committee's mandate.

On 3 August 2005, the Bureau of the Commission approved the conclusions and recommendations of the ad hoc expert working group on energy statistics, including the draft terms of reference for the city group and the intersecretariat working group on energy statistics.

The Expert Group further agreed to establish an intersessional working group on the issue and to convene, subject to the availability of funding, a meeting on the subject.

The Expert Group welcomed the invitation made by the expert from China to hold the second meeting of the Expert Group in Beijing.

The outcomes of the research contributed to two reports submitted by the independent expert to the fifth session of the Working Group.

The Committee would prioritize the issues, identify working groups to resolve them (including the London Group on Environmental Accounting, the Oslo Group on Energy Statistics, the Intersecretariat Working Group on Environment Statistics, the Intersecretariat Working Group on Energy Statistics, electronic discussion groups and other expert groups), monitor progress of the working groups, review their recommendations and report to the Statistical Commission on the proposed solutions.

The observer for Mexico, on behalf of the Group of Latin American and Caribbean States (GRULAC), reiterated his support for the Working Group and reaffirmed his commitments to identifying an expert to propose as candidate for membership of the Working Group, following Mr. Borges Martins' resignation.

The report of the ad hoc expert working group on energy statistics was submitted to the Bureau of the Commission on 21 July 2005.

Following the request of the Commission, the Statistics Division convened the ad hoc expert working group on energy statistics from 23 to 25 May 2005.

The Expert Group proposes that the working group should meet, at a time to be determined in consultation with the Stockholm Convention Secretariat, to develop a substantial response to the Basel Convention request.

Working methods of the Working Group

The Expert Group has established a working group to assess the remaining processes, but notes that there is insufficient data on the releases of unintentionally produced persistent organic pollutants from these processes to undertake this assessment.

It has under it a monitoring and statistics group, and an expert assessment group.

The Committee on the Balance of Payments Statistics is coordinating the revision closely with the Intersecretariat Working Group on National Accounts and a selection of other expert groups.

Accordingly, the Expert Group considered a number of issues.

The expert briefings were very useful in providing the Working Group with professional insights into relevant sanctions issues, which greatly assisted the Group in its deliberations and in arriving at observations and recommendations, in accordance with its mandate.

The Expert Group agreed to the key areas outlined in the discussion document as a starting point and asked that a small group of Expert Group members prepare a refined version within the next year.

The observer for Pakistan spoke about the importance of ensuring that there was no overlap or duplication in the work of the independent expert and that of the Working Group.
