At the same time, regulatory regimes have been toughened everywhere to prevent banks from jeopardizing the financial system again. For example, in addition to its price stability mandate, the Bank of England has been given the new task of maintaining the stability of the financial system.

Today s financial market turmoil has exposed weaknesses in the current global financial system, of which many were known but went unaddressed. This lack of action reflects the increased complexity and linkages of the global financial system, and the absence of an effective anchor for financial stability.

But trying to obtain stability from rigidity is illusory. The stability of the international financial system today depends on the willingness of countries with rigid exchange rates to allow greater flexibility.

The shadow banking system is estimated at roughly 25 30 of the global financial system ( 250 trillion, excluding derivatives) and at half of total global banking assets. This represents a huge regulatory black hole at the center of the global financial system, hitherto not closely monitored for monetary and financial stability purposes.

Although full modernization of the financial sector is a long way off even in the best of circumstances, the minimal reforms that we recommend could strengthen the banking system sufficiently in the near term to support a more flexible exchange rate anchored by an inflation objective. Indeed, price stability, and the broader macroeconomic stability emanating from it, would provide a good foundation for pushing forward with other financial sector reforms.

This shift meant that the US had essentially replaced Britain as the heart of the world s financial and monetary system. Previously, thanks to the gold standard and Britain s political stability, the City of London had been the world s key source of capital and financial guarantees for more than a century.

The IMF s management shares many strategic considerations repeatedly raised by the Bundesbank, which has argued that the Fund should limit its activities to its core mandate promoting monetary and financial stability. We believe that the IMF needs to move decisively on financial stability issues and be more proactive to help prevent and mitigate future crises. The IMF should work closely with the Financial Stability Forum, the Bank for International Settlements and other relevant international bodies.

KUALA LUMPUR Making the financial system accessible to the world s poorest people can unlock their economic potential, improve their lives, and benefit the wider economy. So it is no surprise that financial inclusion of the poor has become an important component of public policymaking. Central banks and regulators worldwide are taking the lead in making financial inclusion a priority, in addition to their traditional mandates of maintaining monetary and financial stability.

After the collapse of the Bretton Woods exchange rate regime in the early 1970 s, it was widely supposed that a flexible currency system would bring more stability. But, whereas we only recently learned that financial behemoths create financial instability, foreign exchange markets for a long time were characterized by volatility and uncertainty.

In 2004, UNHCR stayed within the total financial resources available and maintained relative financial stability, helped by an unexpectedly high carry over from 2003 and careful management.

Nor do large international reserves guarantee financial stability. There are better ways to enhance stability, from strengthening prudential supervision to taxing and controlling destabilizing capital flows and letting the exchange rate adjust.

Solid donor support and improved financial management had contributed to greater budgetary stability, so that the financial situation of UNHCR was better than it had been for years.

Other central banks have recognized the need for new instruments to ensure financial stability so must the BCB. Institutional clarity on the BCB s mandate for financial stability and the instruments at its disposal could help Brazil avoid future crises or at least weather them more effectively.
