1997 217. Revision of the General Regulations of the World Food Programme

Several regulations in developed countries apply stringent rules on food quality, packaging and labelling.

The most exacting food and health regulations are applied in Japan, where the regulations dealing with the import of foodstuffs are extremely complex and detailed.

24. New regulations on the use of sanitary and phytosanitary measures (SPS) had a significant impact on the food sector.

Article 12 Containers, packagings, utensils and equipment used for food must conform to the hygiene standards and the hygiene control regulations.

Article 14 The administrative department of public health under the State Council shall formulate or approve and promulgate the national hygiene standards, hygiene control regulations and inspection procedures for food, food additives, the containers, packagings, utensils and equipment used for food, the detergents and disinfectants used for washing food or utensils and equipment used for food, and the tolerances for contaminants and radioactive substances in food.

How can market entry barriers resulting from regulations on, for example, food and consumer safety be minimized for novel' products derived from biodiversity?

While carrying out their tasks, food hygiene supervisors may obtain information from the food producers or marketers, request necessary data, enter production or marketing premises to inspect them, and get free samples in accordance with regulations.

While there are no health regulations which deal specifically with coffee, tea and cocoa, in most consuming countries there are regulations which forbid the importation of any food which is unfit for human consumption or unsound and unwholesome.

The Committee endorsed the revisions of the General Regulations of the World Food Programme as contained in the Annex to document E 1997 49.

Article 24 Food, food additives and containers, packagings and other utensils used specially for food may be dispatched from factory or sold only after their producers have carried out inspection and found them to be up to the standards according to the hygiene standards and the hygiene control regulations.

54. Projects on nutrition in CIS and Central and Eastern European countries involve the strengthening of national food control systems, reformulating national food regulations to bring them into line with international standards, and establishing import export certification programmes.

These regulations set basic standards for food, health care, discipline and prison administration, on the basis of which prison procedures are currently also being worked out.

In order to protect consumer interests and health and to ensure the rights of individuals to enjoy safe and healthy food, the CM issued regulations in support of the Law On Supervising Food Circulation (February 19, 1998), setting out hygienic requirements in all phases of the process of circulating food.

A lack of harmonization of the existing regulations with those of EU and the World Health Organization recommendations for provision of sufficient safe food quantities, including all elements in the food chain necessary for the preservation and promotion of people's health, is evident.

109. There are no prison regulations in Cambodia. Many of the problems in the prisons could be resolved by the adoption of clear rules. Prison regulations would set basic standards for food, health care, discipline and prison administration. The Cambodia Office has worked with the Ministry of the Interior on draft regulations for almost three years and remains ready to assist.
