E. Listing of chemicals in Annex III

The relevant amendments to annex II to the staff regulations are shown in annex II to the present document.

Of these experts, 19 were from Annex I Parties with economies in transition (EIT countries), 51 were from other Annex I Parties, and 44 were from non Annex I Parties.

It is designed to ensure that Parties included in Annex I to the Convention (Annex I Parties) report quantitative data in a standardized format, and to facilitate the comparison of inventory data across Annex I Parties.

Our proposal sought to address one of the most common objections to ratification by such States, in the light of those realities Why should I ratify when others in the region refuse to do so? By agreeing to ratify simultaneously, both annex 2 and non annex 2 States in a given region can help build security and confidence in regions that suffer all too often from insecurity and uncertainty.

The Protocol comprises six annexes, dealing with environmental impact assessment (Annex I), conservation of Antarctic fauna and flora (Annex II), waste disposal and waste management (Annex III), prevention of marine pollution (Annex IV), area protection and management (Annex V) and liability arising from environmental emergencies (Annex VI).
