In the view of the ICRC, paragraph 18 is a clearer and stronger formulation of the requirement to implement the obligations of this section in accordance with the Technical Annex.

As part of its inventory planning, each Party included in Annex I should consider ways to improve the quality of activity data, emission factors, methods and other relevant technical elements of inventories.

The meeting addressed both procedural and technical issues relating to the annual review of GHG inventories of Annex I Parties, including the experiences in the review of the inventory of the European Community.

Acknowledging that although the majority of non Annex I Parties have submitted their initial national communications and some have also submitted their second national communications, a number of non Annex I Parties are still having difficulties with the preparation and submission of their initial national communications due to both technical and resource constraints,

The group continued to provide technical advice to Parties on improving their national communications through the effective organization of four hands on training workshops and examination of national communications of non Annex I Parties.

The same decision requested the Subsidiary Body for Scientific and Technological Advice (SBSTA) to develop technical guidance on methodologies for adjustments to be incorporated in the annex to the above mentioned COP MOP draft decision.

Bearing in mind the capacity building activities outlined above, the Eleventh Congress may wish to discuss and further develop the guidelines for technical assistance to combat terrorism, contained in the annex to the present document.
