The executive team, chaired by the Associate Administrator, provided oversight of the ICT budget.

I would also like to take this opportunity to thank the Executive Director of the Counter Terrorism Executive Directorate (CTED), Mr. Javier Rupérez, and his team.

Such a team would need an executive authority to carry out interrogations, searches and other relevant tasks.

A particular area where the Team hopes to be able to help the Executive Directorate is through the database that the Team has developed in conjunction with the Secretariat.

UNDP, UNFPA, UNICEF, WHO, the World Bank, the UNAIDS Secretariat and the Global Fund to Fight AIDS, Tuberculosis and Malaria have established a global problem solving team and have estimated the costs of technical support to implement the Global Task Team recommendations.

The Executive Directorate will coordinate with the Monitoring Team in preparation for Executive Directorate visits, invite its members, as appropriate, to participate in these visits and seek to develop broad based conclusions emanating therefrom.

These in turn are reviewed, consolidated and finally reported to the Executive Board on a global basis in the annual report of the Executive Director.

The Team has also continued to coordinate its work with other relevant bodies, including the Counter Terrorism Executive Directorate, in an exemplary manner.

The joint UN team will link to global level problem solving mechanisms and to regional technical support facilities.

Thirdly, the work programmes, including the proposed travel, of the Counter Terrorism Committee's Executive Directorate (CTED) and the Monitoring Team should be drawn up together.

Finally, the Executive Directorate, the Monitoring Team and the experts of the 1540 Committee, once they begin their work, should share a common database of information.

Finally, I cannot fail to welcome the presence of Ambassador Rupérez, Executive Director of the Counter Terrorism Executive Directorate (CTED), and to thank him and his team for their efforts and their contribution to the implementation of the CTC's mandate.

Furthermore, we are confident that the experts of the CTC's Executive Directorate will carry out their tasks with sensitivity for human rights concerns, and we commend Executive Director Rupérez for the envisaged inclusion of a human rights expert on his team.

Project activities started in late 2004, and global and sub global design team meetings were held from January to April 2005, at which the annotated outlines for each assessment were developed.

The Team has worked with Member States and the Counter Terrorism Committee Executive Directorate to ensure that certain national counter terrorism legislation includes the relevant provisions suggested above.

The country team in Cape Verde prepared the first ever common country programme document, which was approved by the Executive Boards of UNDP UNFPA, UNICEF and WFP in 2005.

With respect to the Counter Terrorism Committee and its Executive Directorate, the Team has engaged in a continuing dialogue and has shared relevant information, in particular where States have sought assistance.

UNFPA, as chair of the United Nations Development Group (UNDG) programme group, has been actively involved as a member of the Global Task Team.

The Team remains convinced that, despite the distinct mandates of the two Committees, there will be considerable further scope for cooperation between the expert groups once the Executive Directorate is fully operational.
