The strategy paper prepared by the team was well received and supported by the Executive Board, the Executive Team and the HDRO statistical advisory panel.

Taking this into account, a possible solution could be for the selection of team leaders to be based strictly on the rank but for deputy team leaders to be appointed on the basis of in mission experience and leadership qualities.

In general, it is the relevant United Nations country team, under the leadership of the humanitarian coordinator, which is best placed to identify the opportunities and constraints.

The Executive Director acknowledged the challenge of ensuring rapid deployment of qualified staff, particularly in sectors where UNICEF was asked to play a leadership role.

Thirdly, the work programmes, including the proposed travel, of the Counter Terrorism Committee's Executive Directorate (CTED) and the Monitoring Team should be drawn up together.
