A global monitoring programme on POPspersistent organic pollutants (GMP) could be established to link together existing national, regional and global activities on monitoring and provide recommendations for the elements to be contained within such a global programme.

UNOSAT is a recognized partner of the European Commission and the European Space Agency on global undertakings such as the Global Monitoring for Security and Stability (GMOSS) programme and the Global Monitoring for Environment and Security (GMES) programmes.

Landsat data applications support programs such as global change research, coastal zone monitoring, timber management, regional planning, and environmental monitoring.

The secretariat responded that UNICEF was extremely active in monitoring of the Goals, with responsibility or co responsibility for global monitoring of 18 indicators.

Further, the first global monitoring report will need to reflect the results of global data collection and the assessment of that data.

Regional level activities could include regional monitoring and evaluation processes that would assist countries in setting up national monitoring systems and liaising with global mechanisms.

UNICEF plays a leading role in monitoring progress towards the Goals, particularly through global reporting leading inter agency monitoring and evaluation working groups supporting national data collection through MICS maintaining global databases and preparing joint estimates on indicators.

The ERS 1 satellite can also provide the data required for global monitoring of all potentially hazardous volcanoes.

The European Global Monitoring for Environment and Security (GMES) initiative, had demonstrated the increasing need for international cooperation.

Efforts will also be undertaken to strengthen its participation in global assessments, such as, inter alia, Global International Waters Assessment, Global Marine Assessment, World Water Assessment and Global Forest Resources Assessment, as well as activities of the global environmental observing and monitoring systems, such as, inter alia, Global Ocean Observing System and Global Earth Observation System of Systems.

UNEP has closely linked global programmes on the conservation, management and monitoring of the marine environment and its living resources.

So, once we discovered that it was really possible that we could actually do this monitoring, we decided to move this from research, to really attempt to phase up to a global monitoring effort.

To track global, regional and national progress, a wide ranging system of monitoring and reporting has also been put in place.

In its report, CPF states that a global information system is monitoring the impact of insect pest and disease outbreaks on forests.

Monitoring, assessment and reporting can be approached in a variety of ways ranging from national level voluntary mechanisms to more institutionalized global arrangements.

In monitoring the progress made towards achieving target 11, the Monitoring Systems Branch facilitated a definition of the slum household used for preparing the slum estimates published in the 2003 edition of the Global Report on Human Settlements.

Global level actions could include strengthening the World Health Organization United Nations Children's Fund Joint Monitoring Programme and providing assistance to national and regional programmes.

Monitoring data on the presence in the environment of the POPs listed in annexes A, B and C of the Convention can be collected from existing national and international monitoring programs through a global network using applicable standards and guidelines to ensure comparability of data.

The objective of such a global monitoring programme would be to provide a harmonized organisationizational framework for the collection and assessment of comparable monitoring data on the presence of the chemicals listed in Annexes A, B and C of the Stockholm Convention in order to identify temporal and, as appropriate, spatial trends as well as to provide information on their regional and global environmental transport .

For the purpose of monitoring progress against MDGs at the global and regional levels, the key is to have sufficient representative countries rather than data for every country.
